Management Personnel

There are two partners, Robert M. Pratt and R. Scott Barber who share the management duties and responsibilities of receiving, recording, tracking and assigning incoming appraisal reports for review, preparation of Scope of Work documents, proofreading and the ongoing flow of work. Both of the managers also serve as Review Appraisers.

Mr. Barber was appointed to the West Virginia Real Estate Appraiser Licensing & Certification Board in 2005 and currently serves as Chairman of the Board & Chairman of the Standards Committee. Mr. Barber is a Certified General Real Estate Appraiser in West Virginia, Pennsylvania, South Carolina, Kentucky and Virginia.

Mr. Pratt is certified by the Appraiser Qualifications Board of the Appraisal Foundation as a National USPAP Instructor and is a Certified General Real Estate Appraiser in West Virginia, Pennsylvania and Virginia. Mr. Pratt is the author or co-author of five textbooks on appraisal and appraisal review under the federal and state laws of eminent domain. Mr. Pratt has taught appraisal courses in 21 states and appraisal review courses in 28 states.

Review Appraisers

Our team of appraisers and review appraisers is extensive and because of the many professional reviewers on staff, we have the ability to complete work on a project in a timely manner. ARS deals with "Rush" jobs on a regular basis.

The staff of ARS review appraisers is comprised of former review appraisers from Pennsylvania DOT, Virginia DOT and West Virginia DOT.

Appraisal Review Specialists, LLC (ARS) is uniquely qualified to review highly complex appraisal reports. This firm consists of professional appraisers and review appraisers with many years of experience appraising and reviewing appraisal reports on virtually all types of property. ARS is the only known firm in the United States that actually specializes in the review of Eminent Domain Appraisal Reports. Appraisal Review Specialists, LLC has specialists available who can review appraisals on any type of real property, machinery and equipment as well as, timber, coal, oil, gas and other mineral interests and conservation easements.

ARS review staff includes an individual who is on of nine review appraisers in the nation approved to review appraisal reports for the US Department of Agriculture (USDA) and the National Resource Conservation Service (NRCS) in thirteen states.

Appraisal Review Specialists, LLC personnel have written or assisted in writing appraisal requirements manuals in Florida, Georgia, North Carolina, Pennsylvania, Rhode Island, Virginia and West Virginia.

As individuals, ARS Review Appraisers have performed reviews of several thousand appraisal reports for numerous agencies nationwide.
